The document outlines fundamental requirements, processing rules, security standards, and oversight responsibilities for facial recognition applications. In terms of oversight responsibilities, personal information processors must complete record-filing procedures with the local cyberspace administration at the provincial level or above within 30 working days once the stored facial data processed using facial recognition technology reaches 100,000 individuals.
